Barley Burger Stew

            1/2   lbs   ground beef      1/2  cups  chopped onions
            1/4   cups  chopped celery   1         can tomato juice
            1/2   Cup  water             1    tsp   salt
            1-1/2  Tbs  chili powder     1/4  tsp   crushed red pepper
            1/4   cups  uncooked barley

            Procedure
            1  In 3 qt. saucepan, brown meat and onion until meat is done
              and tender.  Drain off fat.  Stir in remaining ingredients; heat to
              boiling.  Reduce heat; cover and simmer until barley is done
              and stew is desired consistency - about 1 hour/
